Kiltie

A kiltie is a very decorative fringed tongue that hangs over the top of a shoe. A kiltie can be found on a men's dress shoe or loafers for both men and women. Kilties are usually made out of leather and could have one or more layers depending on the design of the shoe. Kilties can also be found on moccasins for decoration as well. A kiltie has no specific function and is therefore used only for decoration. If a lace-up styled shoe used a kiltie in its design, the lacing is usually hidden underneath the kiltie itself.
